hi
i have checked my date and fourth dimension are correct and in automatic manner
proxy server bank check box is besides unchecked.
nonetheless having the same problem
btw i forgot to tell u that i upgraded to win 10 , non a new re-create , will that make any difference?

I was trying to buy an app (really this very app) from the The states Store from Windows 10 Mobile while basing in Russian federation and using a payment card issued by some Russian bank.
The settings are:
ane. Regional settings on the phone are fix to Us (All settings|Time & language|Region|Country/Region).
ii. My Microsoft Account is set to the US.
3. My Billing accost is gear up to an U.s. accost.
4. The Store used is the US Shop.
Notwithstanding, I wasn't able to purchase the app using these settings. To purchase the app I had to utilise my PayPal account where Billing accost was set to my location in Russia. Notwithstanding, in Microsoft Store the PayPal payment option was set for purchases in the U.S.
- I wasn't able to purchase the app using payment option with the carte issued by Russian depository financial institution and Russian billing address specified in Microsoft store.
- I also wasn't able to purchase the app using payment selection with the card issued by Russian bank and United states of america billing address specified in Microsoft store.
- I was able to purchase the app using payment options with the carte du jour issued by Russian banking concern and Russian billing address specified in PayPal where in Microsoft Store this payment choice was targeted for purchases in the US.
It looks like your Regional setting of your payment pick (For purchases in XXXX) listed in Microsoft Store must match the country where your card was issued.
I kindly inquire MSFT representatives to comment on this. Why are we restricted to payments in the region specific to the country that issued the card? What if I want to buy some goods in the US and accept them delivered to an US address without having a bank account in the U.s.a.?
